What is a commercial transport licence?

A commercial transport licence (yrkestrafiktillstånd), also called a transport licence (trafiktillstånd), is an official licence required to operate commercial transport. This covers the transport of goods or passengers for payment. Without this licence, you are not allowed to offer such services legally. The licence is a prerequisite for ensuring that the business complies with applicable laws and regulations.

Who needs a commercial transport licence?

The commercial transport licence is intended for companies, organisations or individuals who plan to carry out transport for commercial purposes. This can apply to everything from transport companies and removal firms to taxi companies carrying passengers. To obtain the licence, the company must have a designated transport manager (trafikansvarig) who has been approved by the Swedish Transport Agency (Transportstyrelsen). This person must pass certain exams with the Transport Administration to prove their competence.

Why do commercial transport licences exist?

The purpose of the commercial transport licence is to ensure that everyone who operates commercial transport meets high standards of safety, knowledge and reliability. Regulating the business reduces the risk of accidents and unfair competition. The system is also intended to ensure that companies have sufficient financial resources and a good reputation. This contributes to a safer and more professional transport industry.

Which laws govern commercial transport licences?

The commercial transport licence is regulated by several laws and regulations, at both national and EU level. The most important are Regulation (EC) No 1071/2009 of the European Parliament and of the Council, the Commercial Transport Act (yrkestrafiklagen, SFS 2012:210), and the Commercial Transport Ordinance (yrkestrafikförordningen, SFS 2012:237). These rules set the framework for how the business must be run, including requirements for transport managers, financial sustainability and approved vehicles. Following these rules ensures consistent and safe transport operations throughout the EU.
